Or at least extremely conservative.
The proposed budget show sales tax revenues declining by $525,000. El Paso hasn’t experienced a decline in sales tax revenues in recent history. The budget contemplates no revenue from the Penalties and Interest on delinquent taxes. Last year the City made $181,114 from Penalties and Interest on delinquent taxes. I guess the City must think that the taxpayers (all of them) got their shit together this year. Fines and Forfeitures and Licenses and Permits are also forecast to decline.
I guess City Government is anticipating a major local economic downturn for Fiscal Year 2018.
But cheer up. Maybe they’re just lying to us.
