This is the newest hip marker in Juarez, on the east end of the pedestrian mall on dieciseis, a block south of the Cuban embassy.
Someone in Juarez figured out that Instagram is a thing, and a city could get nearly limitless free publicity by prominently placing a recognizable symbol someplace where people could take pictures of it.
I will do the same thing for El Paso for only $650,000. Normally I’d charge a million bucks for this sort of thing, but I love El Paso, so I’m willing to milk the taxpayers for a significant discount, in the spirit of our native fiscal benevolence.

This has already been done in other cities in Mexico. I know the one in Chihuahua is very colorful, and does attract a bit of attention.
So your price sounds about right but I would estimate 2 to 3 years to complete and add for cost overruns (change orders). Hopefully not a historical area….
